New ANAC Guidelines on internal whistleblowing channels published

The National Anti-Corruption Authority (ANAC) published on 12 December 2025 the new Guidelines on whistleblowing and internal reporting channels, approved by Resolution No. 478 of 26 November 2025. The Guidelines provide operational guidance on the establishment and management of internal channels for reporting violations, with the aim of harmonising the application of whistleblowing regulations and promoting uniform handling of reports within both public and private organisations.

The framework, developed also on the basis of the public consultation and the opinion of the Italian Data Protection Authority, examines in detail aspects such as:

  • the structure and operational procedures of internal reporting channels;
  • the roles and responsibilities of the channel manager;
  • the duties of conduct of the staff involved;
  • sanctioning scenarios related to the failure to adopt or properly manage reporting channels;
  • staff training and the supporting role of Third Sector organisations.

At the same time, ANAC adopted, through Resolution No. 479 of 26 November 2025, certain amendments to the Guidelines on external reporting channels, in order to ensure interpretative consistency in light of the new indications provided for internal procedures.

Impact on project platforms

Based on a preliminary analysis of the new Guidelines, no provisions have been identified that directly impact the platforms provided through the WhistleblowingIT project. On the basis of the published text, no changes will therefore be made to the systems currently in use, which already comply with the new indications.

Transparency International Italy and GlobaLeaks are nevertheless carrying out a more in-depth analysis of the documents and, should any aspects requiring adjustment emerge, we will implement the necessary updates to the platforms and promptly inform all participating organisations.

Free training in the new year

To better clarify any questions that have emerged or may arise in relation to the content of the Guidelines, with the start of 2026 the WhistleblowingIT project will organise a free training session dedicated to all members. Further details about the event will be communicated in the coming weeks.
